How the Additional Registration Fee Works
The Additional Registration Fee (ARF) is a tax levied on all new vehicles registered in Singapore. It is calculated as a percentage of the car's Open Market Value (OMV) using a progressive tiered structure — similar in concept to income tax brackets. The higher the OMV, the steeper the marginal rate.
ARF serves two purposes: it is a revenue source for the government and a demand-management tool that makes more expensive cars disproportionately costlier to register. For a S$30,000 OMV car, ARF is about S$34,000. For a S$80,000 OMV car, it jumps to roughly S$116,000.
Unlike the COE premium, ARF is partially recoverable. When you deregister a PARF-eligible car (under 10 years old), you receive a PARF rebate based on the remaining lifespan.
