How the PARF Rebate System Works
The Preferential Additional Registration Fee (PARF) rebate is a partial refund of the ARF you paid when registering your vehicle. It rewards owners who deregister before the 10-year COE expiry — the earlier you deregister, the larger the percentage returned.
PARF rates start at 75% of ARF paid if you deregister within the first 5 years, then step down: 70% in year 6, 65% in year 7, 60% in year 8, 55% in year 9, and 50% in year 10. After 10 years, the PARF drops to zero. Since 2018, a cap of S$30,000 applies regardless of the ARF originally paid.
The PARF rebate is separate from the COE rebate, which is a pro-rated refund of your COE premium. Together they form the "scrap value" of your vehicle — an important figure when deciding whether to renew or scrap. For a full breakdown of how these fees fit together, see our complete guide to COE.
